There's no weight to speak of involved here. Pretty much any tripod will hold it. The tripod screw fitting is essentailly a universal standard so you won't have trouble fitting it to a tripod..
Things to consider. It's so light that it won't add much weight to a tripod so there's little damping of vibrations if it's a buzzy tripod. It's also going to be very susceptible to blow-over if there is much wind or bump-over around clumsy folks, crowds, etc..
While adding a hanging bag to many tripods will help with stability issues, getting one of the really light tripods may put you in a position that you can't weight down the tripod a lot..
I'd look at the Bogen 785B it's very small, light and pretty adaptable in use. I believe Velbon and slik also have some light tripod aimed at digicams,.
The absolute cheapest tripods? Watch for really poor quality. Any tripod, try to find one one tall enough that you don'thave to raise the centerpost much, if at all...

I purchased an inexpensive tripod, the Sunpak Flexpod at Ritz Camera for my FinePix F45. It's quite handy. You can purchase these at various stores..

Just ordered the Manfrotto 785SHB Modo for my F31.Small, affordable and hopefully quality build!..
You said it is to help low light photography, but it might help to know in what specific situations you're looking to use the tripod..
If you're looking for something for landscapes/exterior night shots etc you'll find a traditional tripod as suggested already is the best bet. Take into account the very good advice about the lightness of the F31 being a problem and look for a tripod that has a hook on the centre column to hang a weight onto to give it more stability (especially in windy conditions)..
If you're going for a traditional "three leg" tripod, as another poster has said, the same advice applies regardless of what camera you have. You get what you pay for, so buy the best you can afford. Invest in a decent tripod and it will be useable for ages, either with the F31 or whatever other cameras you buy in the future..
A quick release plate/mechanism is always useful - but in the case of the F31, you may find the quick release plate is more bulky than the camera itself - so check before you buy..
If you're going to be using the tripod inside and in circumstances where a full size tripod might not be the best - say for example at parties, on social occasions etc, you might find a table top tripod is a more useful, cheaper and more portable option..

Yet, but looks like quite an inventive and versatile approach to stabalizing a camera without resorting to a bulky tripod. As long as you can find something to wrap it around (tree, lampost, window frame, chair, innocent passerby (!)) I can see this working for a camera as compact as the F31 in most situations..
Would be interested to hear from anyone who has tried one out - at that price seems like something worth chucking in a camera bag just in case?.
