Appears to be home made, and only suitable for a light prosumer model camera, if that. After going through infiitely better heads than this one, and finally buying a high-end ball head, I'm admittedly a ball-head snob. But I don't believe I'm being snobbish on this account. If you are putting relatively no weight of camera on it, and you're on a very tight budget.. $20 would be a high price for this one. But I'd suggest passing this one up..

It's holding a Bogen rc2 plate so size wise it looks like it might be about the size of a Bogen 486. But it appears much older and I don't know if it's an old, old Bogen or other's with an adapted top plate to take the Bogen plate. It looks to have a separately controlled panning base. I'd expect it will hold a non-pro dslr and a smallish lens with little trouble but wouldn't have separate tension control. No idea how saggy or sticky it might be...
