Pretty much all but the cheapest cameras now offer decent video capability. Some Olympus cameras skimp by having low resolution or jerky frame rate so be wary of those. Mostly they do as well as each other for video..

Panasonic's range all have proper image stabilisers though, which makes video look a lot better, so they're worth a look - the FX10/12 or wide angle FX07/30 perhaps..

Some of the very slim cameras with lenses that don't protrude allow you to zoom while 'filming'. The Sony T100 or Casio EX-V7 for instance. They have longer zooms too..

Yes, the Canon S3 IS does take great videos. If the videos did not eat up memory card space so quickly, I would sell off my Sony videocam because the S3 IS videos are as good or better...

The Canon Powershot S3 IS is known for making great videos, and is a great camera all around...
