To state what is probably obvious to you first you need a photo hosting site on which to store your photos. Then if you chose the right site your photos are automatically available in a range of sizes. With just two mouse clicks I can copy a link address to paste in to my post..

Beware some sites do not allow posting of links. Others do not give you a range of sizes..
Many contributors here list their photo hosting site as part of their signature. So if you take a look around (you could start with mine!) you will soon get a feel for what is out there..

I own my own web server, I was thinking there was a way to resize in PSE..

Just click on "Image"....a box opens and you'll see 'resize'.....click that and another box opens and resize the picture to 800 pixels on the long side (that makes a very nice viewing size). Make sure the two boxes at the bottom have check marks in them. Then by changing the long side of the photo to 800 it will automatically enter the size for the short size..
Then use "save as" and add something to the picture file name, for example, add r8 (for resized 800) and save it. by using 'save as' you won't overwrite and lose your original...yes you will have two files of the same photo..

You have the answer to resizing in the post above. Most programs will do it for you. I posted from my own webspace for a while but it is still a pain compared to the automatic exercise I described above..
I use the same process for Ebay photos and the like. You can also link from a blog or website to such photos..

And, if you want your photo to fit perfectly on the DPR forums, set the horizontal dimension to 480 pixels....

Using PSE is fine when you want to resize just a few photos. However, when you want to resize a whole directory of photos to upload, you might want to use a program that will batch resize (which I don't think PSE does)..
IrfanView is a great free image viewer that allows you to batch resize photos. Very simple and easy to use...
Just create a Photoshop Action. Or else, use Batch Resize....

I don't think that PSE supports actions. You need full PS to create actions...
