1. That (focus on background) can be done by locking focus (keeping the area (you want to focus on) in centre with half-press of shutter and re-composing with button half-pressed. Alternatively, in manual focus mode (which should be available in all pro-sumer cameras) you can do it..
2. As Post-processing is not such a requirement (I presume that means Raw Mode), I would recommend CanonS3IS, because it is smaller, fast, has relatively good IQ at higher ISOs than H7/FZ8 and has swivel LCD (helpful in street/flower/over-head/on-tripod/self-portrait photography. The camera also allows zooming during movie mode and has good battery life (uses AA Batteries)..

Sorry but the S3 is larger and weighs 50% more than the FZ8..

I like the FZ8. I picked it up about a month ago as my "drag around" camera. Take it with me everywhere. My DSLR just doesn't fit the bill for carrying around every day. Panasonic does a great job with image stablization and that long zoom is to die for when wanting to reach all the way out there to get shot of something...
All of those choices fail in one aspect and that is their widest setting is a not so wide 37/38 mm. That is a serious handicap when taking scenics, family pictures, indoor group shots etc. You might want to look at the few mega zooms that begin their wide angle at the much more useful 28mm. The Panny TZ3, Olympus 550 and the non IS but otherwise excellent (best sensor of the entire bunch) Fuji S6500 fd. The Fuji has a $50 rebate and can be found for an incredible $250 after rebate...
