Try the latest Canon Digital Elph or a Kodak. They are inexpensive, user-friendly, and take great pictures...

Ok, it have no image stabilization but that is not needed for moving children usually. Good high ISO mode is better there..
The fd31 is soon replaced by the smaller fd40 but I've not seen any reviews if the optics is as good on the new camera as on the 'old' fd31..

These two pics I took with my Olympus MJU 800, 8 mpx , great little camera, bought it on ebay for 240 quid, local shop wanted 360 quid, let your fingers do the walking, buy online.

Look at the slightly older models from fuji and olympus, those being marked down because they don't have enough megapixels and suppliers want to get rid of their old stock..
People will probably recommend kodak as well but I haven't seen a kodak that's fast, usable at iso200 or higher and capable of decent colors in this price range.Don't wait for the Nikon D-whatever, have fun now!http://www.flickr.com/photos/j_wijnands/..
You don't say whether you want a compact or something larger like a super-zoom..
The F31 is a good general purpose compact with excellent low-light capability. It does not have IS, but in practice you can probably live without it..
I also suggest the Canon A570, which has IS and is a nice all-round performer. Not the same for low light as an F31, but hard to fault as a general purpose camera..
A heavy cheap bridge camera would be the S6500 - a cracking camera, but by no stretch of the imagination a compact..
Perhaps a Sony H model ( H2, H5 ? ) would be a good bet for a smaller, lighter super-zoom..
The Fuji S5200/S5600 is a possibility. It's light but bulky - should be cheap. The newer S5700/S700 is also possible - no IS, but perhaps smaller..
Plenty of choices - you need to look for bargains and things you are comfortable holding and using..

Not sure on low light if you want to take pictures without a flash or you are OK with a flash. Two good choices with lots of features and a good zoom range to capture the kids are the Panasonic TZ3 and FZ8. FZ8 has manual controls and a stronger flash. The TZ3 is much smaller but with a great 10x zoom lens that starts at 28mm which is useful indoors..

Unfortunately you don't give much information of what you are looking for. But let me take a stab here..
This is a camera I own myself and that I have been recommending to variety of other people who were in search for a camera - without any complaints..
If compactness is not of importance to you and you want more than your average "point a shoot" camera, take a look at the Canon S3 IS. Great camera for the money. Besides serveral scene modes and other features to make your life easier (in case you ARE NOT the person how wants to fiddle with settings all the time) the camera offers full manual settings as well (in case you ARE the type of person who likes to fiddle with the settings all the time ).It has Image Stabilization, long zoom and costs are just around $300..
There are a few downsides to the camera, such as limited high ISO (400+)performance in low light (but this is almost negligible, as ALL cameras in this class suffer this issue, only exception FUJI) and the LCD screen can be tricky to see in very bright light. However it swivels and you can used the viewfinder if necessary..
Regardless of the camera, you will find that with any model and any manufacturer there will be certain pros and cons. Picking out a camera is almost more about seeing whether one can live with the downsides of a specific make and model, rather than comparing the upsides / pros about a camera, because most cameras are very good and very similar (unless you are nitpicking) when comparing all the positives..

I second the canon S3 IS It is a wonderful camera, you'll soon be ready to upgrade if you buy a simple point and shoot 3x zoom with 10 megapixels and no manual controls. I Used to be Loyal to sony and bought evey new high-end PS as soon as they came out. However once I made the change to my first canon (A620) I was amazed by the difference in picture quality, true to life color and the added advantage of full auto semi-auto and full Manual. I could never get that good action shot of my son with any of my sony's because you can't adjust the shutter speed or use shutter priority. In the Shutter priority mode you can use a fast shutter speed to stop the action and the camera will automatically adjust all the other parameters for you. This was the single most useful feature for me at first until I started playing with different apperture settings and different shutter speeds and so forth.
My Mom just bought one on sale from circuit city for $303. This is way more camera than you could ever imagine at 300 bucks. It took my mom exactly 20 minutes of playing with mine and she had to have one. Tossing her Olympus 3x 10 megapixel ps into the dark recesses of the closet where things go to die and rarely see light again. Just my 2 cents and I'm no expert just a regular guy but I would reccomend that everybody out there go get the S3is and learn the joys of photography.
I am now set up with a digital rebel XTI and about 4 grand worth of the best lenses canon offers but I still use my trusty S3. Whatever you decide Make sure you get something with a nice zoom on it and shutter speed priority. A 3 or 4x optical zoom just plain falls short of usable for anything other than taking pictures of the kids in the yard. No Baseball game pictures, no concert pictures, no long range bikini shots at the beach. Who's going to get ten feet from a stranger and take their picture..

I'm flexible as far as camera size. If a bigger camera will work better for me, that's fine. (In fact, big cameras with monster size lenses make me drool. LOL) Good low light performance for taking baby pics indoors is probably one of the most important things. Fast warm up and little shutter delay for getting the best pics of a hyperactive toddler is important, too. I'm flexible as far as the number of pixels and zoom.
While I would like to learn to use manual controls one day, right now I'm a point and shoot girl. If it uses SD cards, that would be nice, since I have two already, but it's not that important..
I have a good film Nikon camera and a Kodak C360 that has recently started locking up with some kind of "processing" error, so I need a new digital camera. (I wasn't too crazy about the C360, anyway.) I wanted to upgrade to something like a Digital Rebel, but that's not in the budget right now..
Any camera suggestions are appreciated!..
Now that you have let us know a little more about the style of shooting your looking for I suggest the canon S3 IS even more, It works great in full auto mode so you can just point and shoot and get results almost everytime. Then if you want to play around with some manual settings later on they are right there for you just waiting on you to be ready. It does take SD cards and it takes regular AA batteries, throw away or rechargeable doesn't matter. Good luck and have fun.Woman on trip with photographer always gets exposed...
And since you say you were wanting a DSLR ... then that puts the fuji S6000 back in the mix... about the same size as a entry dslr. Full manual control if you want it. manual zoom ring 28mm-300mm lens and usable Iso 800 and even 1600 in a pinch. It is a true bridge camera to your eventual DSLR...Good low light shots.
250 bucks..The Canon S3 and Sony H2/h5 are nice cameras too... I have the sony h2 also.gusGet what makes you happy...Anything less makes you less happy!..

A non-DSLR would be the S6000/6500. Nothing else will take as good a low-light, flash-less photo short of a DSLR..
In the DSLR stakes any budget DSLR would be fine. The Pentax K100D, the Nikon D40 and the Canon 350D or 400D, or the Olympus E-400/410. Try them all and pick teh one you like using..
