What camera are you using, and what is your budget?..
Pentax makes several cameras that may do what you need, without the need for a bag or case. Olympus has also made cameras that are capable of being used around water. It just depends on how far you dive while snorkeling. If you stay on the top, they will work well. If you take an occasional dive to 20-30 feet, it may not be water proof enough!.
There are dedicated cases for various compacts, that allow depths ranging from 15 feet to 150 feet. The deeper you can go, the more they cost..
Look at a site like B&H, for cameras and accessories like dedicated cases or water proof bags. There are a lot to choose from..
Just as an aside, a good diving case for a DSLR costs more than most of the cameras. $1,500 to $2,000 each..

I would recomend either a pentax w30 or a Olympus 770. The olympus has more features and a lower depth rating but it's also a lot more expensive..

Olympus 770 hands down. It is water proof to 1 atm (33 ft) shock proof and quite small and easy to carry around. It will fit in a t shirt pocket.Olympus E-500, Olympus E-510..
I read from somewhere in Fujifilm that you need a low light photography camera for underwater pictures - and this is where Fujifilm camera is best..
Does is it mean that low light cameras are cameras that are capable of attaining high ISO rating manually or automatically? Is ISO 1600 high enough? How about ISO 800? Should it be ISO 3200? ...to get a very good underwater pictures..

I also noticed that most camera suggested here have in the "Auto Focus Type" is TTL? What does TTL mean? Another in Canon is AiAF TTL? What this variation? Does each camera brand has it's own Auto Focus Type? I think in Kodak I saw "Continuous". What does it mean?.
Does an underwater camera requires or prefers a particular Auto Focus Type?.
