Are you selecting different size images or different levels of compression (fine vs. super fine vs. basic, etc. This will affect the total number of images available. While unlikely, you might also have bad sectors on the CF card.

Shots remaining is an estimate. Stored image size is not constant. All the camera can do is make an educated guess at how many bytes an image at a particular resolution and ISO will take, and then adjust the estimate after each shot is written..

1500 shots at 8 gig means an average file size of about 5.3MB, 1000 shots means file sizes of about 8MB. I have no idea what camera you are using, but you could easily see that difference if, for example, you changed ISO from lowest to highest, or output quality, or raw vs. fine jpeg, or size of jpeg stored with raw, etc..
If you plug the card into your computer, what does it say the capacity of the card is?.

Cameras report CF available storage capacity based on the reported CF availability and the estimated file size..
The mode selected within the camera, e.g. RAW, JPG, RAW + JPG, quality, etc. will determine the estimated file size used for the calculation. The actual file sizes are subject to the variables of each shot, and these can range +/- 50% in my experience..
Formatting the CF in the camera will provide the basic MB availability of the CF installed, and this should +/- be equal to the stated CF capacity..

If you're using a microdrive, you could be getting more and more bad sectors. If that's the case, I would get rid of it before it dies completely..

The FAT on the card can get corrupted and those "light" formats wont change this. It's happened to me, and my camera at least has two formatting options..
All the first does is just wipe the card, the second is the one that actually does a format..
