Early August, after they've given up on pre-vacation sales and just before they introduce the Xmas season's new models..
A month later they'll be starting to run really short on their old stock and early adopters will be pre-ordering new at astronomical prices..

If it is like the motor trade, the last day of the month is best, as the sale person wants to get his/her commission for the month, and will try hard to make the sale at a reduced price..

First you need to decide if you want the latest and greatest, or if you want to buy a discontinued model..
This is harder than it sounds discontinued models of very recent cameras are, now, still really good cameras..
The Nikon D70s, the D200, the Canon 30D, etc. are all great cameras, with prices dropped because of the D80, D300, 40D, etc..
Mostly, the best time to buy is when you have the money. Waitinguntil a few days after Christmas means you save twenty bucks but don't have good Christmas pictures..
And if you're planning a trip, buy a month before so you can experiemnt and learn to use the camera..

That's when you'll "always" find a better deal. Hehe. So don't worry about it. Buy whenever you feel it's right. If you're a "dealer" you're probably not a serious "photographer." No one's going to find out what you paid (except your wife, or if you tell them). Don't brag, and no one will know, or care...
