To be honest, you shouldn't expect to see too much differentiation in this price range. Go to a store and handle them, and see whether some feel right...

Canon A630 (8MP, swivel LCD, OVF, 4x zoom, good IQ)..

If you need image-stabilisation than Panasonic FX12 (7MP, 3x zoom) is bang for the bucks..

Panny has many different lower priced units that will give you good results. I picked up an LZ-5 for my parents who are in their 70's and quite shaky. Works great for them. I do the post processing of course  .

The Fuji F series all have a 1/1.7" sensor & firmware that enables good low light performance..

One way to look at what is "best" takes into account the range of lighting conditions a camera can handle. In this area the Fuji shines..

One can even put numbers on useful exposure range. From what I've seen you can hand-hold a fuji & get good pictures up to ISO 1600; those pics are better than what I can get hand-holding my Panasonic FZ30 at ISO 400 under the same low-light conditions (even with IS.).

That can be interpreted to mean the Fuji delivers acceptable photos in 4X the number of scenes as the FZ30..

The zoom range of the Fuji's are limited compared to other cameras so the size of the possible "scene envelope" is limited in that direction. This can be augmented by adding a Teleconverter to the Fuji (Nikon TC-E2 works well.).

Of course much depends on what scenes YOU are interested in recording. Mine include many occasions with friends in low-light social conditions. Like dinner last night on a patio at sundown...

At $200 most will give you good results most of the time. Read the reviews suggested. More important will be the feel of the camera in your hands and the intuitiveness of the menus and controls...

Panasonic LZ7, has 6x zoom and most importantly stabilizer. Bought 2 for my daughters excellent for $175 newegg.com..
