For the budget, I would suggest you to buy cheapest DSLR available, maybe Canon 350D, PentaxK110D etc. (new or used) with kit lens..
All the problems you mention are due to tiny pixel size of compact cameras, which lead to low DR (high contrast output as a result) & more noise.DSLRs have aroud 10times larger pixels..

Pentax K100D is $419 (after rebate here in the US.) with the kit lens. It is highly rated by most of the Photography site. Read the reviews here at dp review.com and the prices also. Anti shake is built-in so no worries about buying lens with optical stabilization wich are very expensive. Rebates are until end of this month so make sure that you get it on time...
Both the Canon 350D and PentaxK110D are expensive for my budget. Can anyone suggest something a little cheaper?.

Yes. Even used DSLR will be much better than P&S (on parameters you want). If you must buy new, than Fuji F20 or F31fd are the best bet..

First, almost any camera will work if you take the time to learn the basics of photography. learn your camera's limits or you will make the same images with a dslr. it's not hard, you ask for patience,now apply it to learning how to get the most out of your camera. this was made with a Minolta Dimage Z1, converted to b/w, & darkened with the free program IrfanView..

I've been trying to find used PentaxK110D and Canon 350D..
While I'm desperately trying to do that, does anyone have any other suggestions? Perhaps something that won't completely satisfy my requirements but is a little cheaper (about 400$ new)...
