In my opinion, the web sites that do tutorials are random, hit or miss, and not comprehensive or organized well enough...

I would agree with this book suggestion as well. I have it as well...
... I have learned so much by watching podcasts on iTunes. The three I watch mostly are: Photoshop for Digital Photographers, Photoshop Killer Tips and Photoshop User TV. I'm not saying that I don't read my books, because I definitely do. Many of the podcasts are video podcasts and some techniques are easier to learn by seeing..
A previous poster recommended Photoshop CS3 for Digital Photographers ... very good advice. Scott Kelby writes for everyone to understand .. he doesn't dumb it down too much but definitely doesn't talk over your head!.
